Sheng-Ju Chan, Professor of Graduate Institute of Education at National Chung Cheng University, Taiwan and serves as Dean for Quality Assurance Office of Higher Education Evaluation & Accreditation Council of Taiwan (HEEACT) since 2019. Specializing in higher education, comparative education and education policy and management, he is devoted to academic research on higher education policy, system and management. He is the President of Chinese Taipei Comparative Education Society and severs as executive member of the World Council of Comparative Education Societies (WCCES). While worked at National Chung Cheng University, he ever served as Deputy Dean of Office of Research and Development, CEO of the International Master/Doctor Program in Educational Leadership and Management Development, and Section Chief of the Advanced Institute of Manufacturing with High-Tech Innovations (AIM-HI). He has been the adjunct research fellow for HEEACT for the past five years. He was awarded academic excellence prize by Chinese Educational Academic Societies in 2011, crowned with outstanding alumnus by National Chi Nan University in 2016 and obtain research excellence prize at National Chung Cheng University in 2017.


Professor Chan is an expert in international higher education and has published more than 90 articles and papers in well-known journals and books. He is co-editors of book series, Higher Education in Asia, published by Springer and works as associate editor of Asian Education and Development Studies supported by Emerald. For his excellent academic record, he sits at the advisory board of Higher Education Research & Development, a prestigious journal published by Taylor & Francis. He has been frequently commissioned by the Ministry of Education (Taiwan) for research project and policy assessment for the past decade. Invited by overseas universities and research institutes, Professor Chan was visiting fellows at Education University of Hong Kong, University of Malaya, and appointed as Honorary Professor by UCL Institute of Education in 2016. He is also research fellow for Asia Pacific Higher Education Research Partnership (APHERP) located at Lingnan University, Hong Kong.
