On November 7th 2023, under the witness of Dato’ Seri Mohamed Khaled Nordin, the Minister of Higher Education in Malaysia, HEEACT and the Malaysian Qualifications Agency (MQA) successfully completed the signing of the Memorandum of Understanding (MOU) in Sabah, Malaysia.

The collaboration between HEEACT and MQA began with the signing of a Memorandum of Arrangement in June, 2011. In 2012, after further signing the "Joint Statement of Confidence" (SoC), the qualifications of Bachelor's Degree became mutually recognized through MQA and HEEACT. Subsequent renewals were completed in 2014 and 2017.

Established by the Malaysian government in 2007, MQA is responsible for overseeing the quality assurance of national higher education. Its primary mission is to utilize the Malaysian Qualifications Framework as the foundation for ensuring the quality of higher education and promoting academic qualification certification.

According to the agreements in the MoU, both parties will continue to promote collaborative exchanges. This will involve deepening cooperation and exchanges through various means, such as higher education information sharing, staff exchange programs, collaboration on higher education quality assurance activities, and more.
