HEEACT Achieves Full Alignment with INQAAHE International Standards and Guidelines (ISGs) – First in Asia to Reach This Milestone!

Taipei, October 2025 – The Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) is proud to announce that it has been recognized as fully compliant with all six International Standards and Guidelines (ISGs) by the International Network for Quality Assurance Agencies in Higher Education (INQAAHE). With this recognition, HEEACT becomes the first and only quality assurance agency in Asia to achieve full alignment with the ISGs.

This achievement builds on HEEACT’s earlier success: in 2020, HEEACT became fully compliant with the INQAAHE Guidelines of Good Practice (GGP). Sustaining that recognition for five years and now advancing to full ISG alignment demonstrates HEEACT’s longstanding commitment to international best practices and its continued evolution as a trusted guardian of higher education quality.

Why it Matters

  • Students & Families – Accreditation is more than an administrative exercise; it is a promise of trust and quality. HEEACT’s full ISG alignment means you can be confident that higher education institutions and Programs accredited by HEEACT deliver degrees of recognized quality, safeguarding both your investment and opportunity.
  • Higher Education Institutions (HEIs) – For universities and study programs, this milestone reinforces HEEACT’s role as a supportive partner in strengthening internal quality assurance (IQA) and empowering institutions to showcase their unique strengths.
  • Employers – Accreditation is a signal of excellence and readiness. With full ISG and GGP compliance, employers know graduates are not only equipped with knowledge and skills, but also prepared to lead, create, and drive transformation in rapidly changing industries.
  • Government & Society – As the MOE’s trusted think tank, HEEACT contributes to evidence-based policymaking and ensures that higher education continues to respond effectively to Taiwan’s demographic, economic, and global challenges.

A Foundation for Continuous Improvement. A Promise of Shared Value

For HEEACT, this achievement is not simply about international recognition—it is about extending the promise of trust that accreditation represents. Like accreditation itself, our mission is to move beyond formality to create real value for students, institutions, and society.

Gratitude and Acknowledgement

HEEACT expresses its deepest gratitude to the distinguished Review Panel members—Dr. Rolf Heusser (Switzerland), Professor Eddy Chong Siong Choy (Malaysia), and Professor Helmuth Trefftz Gomez (Colombia)—for their insightful guidance and constructive comments throughout the review process. We also warmly acknowledge the invaluable support of the INQAAHE Secretariat, whose coordination and expertise ensured a rigorous, transparent, and collaborative recognition journey.

Looking Ahead

HEEACT embraces the Review Panel’s suggestions as opportunities for growth. Our next phase will focus on deepening stakeholder partnerships, advancing digital innovation in quality assurance, and expanding Taiwan’s higher education presence globally—with students at the heart of every initiative.

"Accreditation is not just about compliance—it is about trust, opportunity, and impact," said Dr. Kuang-Chao Yu, Executive Director of HEEACT. "This recognition affirms HEEACT’s role as a guardian of quality and a catalyst for collaboration and continuous improvement in higher education."
