The Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) and the National Accreditation Agency for Higher Education (BAN-PT) signed a Memorandum of Understanding (MOU) in September 2017 for the first time. To continue and strengthen future cooperation, HEEACT and BAN-PT Indonesia renewed the MoU in September 2022, with the signatures of Prof. Dr. Fu-Hsing Lu, Executive Director of HEEACT and Prof. Ari Purbayanto, Director of Executive Board of BAN-PT.

BAN-PT, established in 1994, was a sole national independent agency that accredits higher education in Indonesia. The accreditation for higher education in Indonesia is mandatory at both program and institution levels. Since the enactment of The Higher Education Act in August 2012, BAN-PT accredits only institution, while program accreditation is gradually delegated to disciplines-based independent accreditation agencies. Until the disciplines-based independent accreditation agency is established, BAN-PT remains responsible for program accreditation. BAN-PT also monitors and evaluates the performance of the aforementioned discipline-based accreditation agencies.

Having comparable missions and institutional objectives in the assurance of quality in Higher Education, both parties wish to continue and deepen further their cooperation upon various aspects, including staff development and reviews of cross-border education.

HEEACT and BAN-PT agree through the MOU to cooperate for mutual benefits and to work towards enhancing external quality assurance in both jurisdictions and improving the quality of higher education in Taiwan and Indonesia, and the internationalization of both systems.
