The Ministry of Education (MOE) began to offer international industry cooperation courses, short-term technical training courses for foreign youths, and short-term training courses for intermediate and advanced level professionals in the New Southbound countries (ASEAN-10, six South Asian countries, New Zealand and Australia) in 2017 to promote international cultural and educational exchange, publicize our vocational and technological education, encourage vocational and technological universities and colleges to expand the recruitment of international students, and meet the needs of industries in the New Southbound countries. The Ministry of Education also formulated the "Operational Guidelines for the Application and Review of Subsidies for Technical and Vocational Universities and Colleges to Organize International Industry-Academia Cooperation Programs" to ensure the quality of these programs and to protect the rights and interests of the students.

Since 2017, MOE has commissioned the Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) to conduct the Project for Inspecting International Program of Industry-Academia Collaboration in Technical and Vocational Universities and Colleges (also known as Project for Inspecting New Southbound Collaboration) through document review and on-site visits, aiming to ensure the teaching quality and the student rights to education.

The review includes four categories:

1. Curriculum Planning and Implementation
2. Faculty and Supportive Staff
3. Student Admission, Learning, and Counseling Services for Daily Life
4. Student Internships and Part-time Work-Study
