Project for Preschool Educare Related Education Evaluation

In order to ensure the quality of the preschool caregivers and educators, the Ministry of Education (MOE) has been conducting evaluations for the education and training of kindergarten teachers and caregivers in the preschool teaching and childcare specialized programs in post-secondary institutions since 2018. The standards and indicators of evaluation were prepared by the National Taiwan Normal University, approved by the MOE and published in accordance with the “Statute for Preschool Educators.” The relevant policies and laws have been incorporated into the standards of evaluation. The evaluation is conducted through on-site visits and other review processes. One of the three types of result—passed, conditionally passed, and failed, will be given after reviewing the quality and effectiveness of pre-school educare related education program. The purpose of this project is to assist the institutions to cultivate quality and accountable pre-school educators and discover issues for future enhancement.

In 2018, the Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) was commissioned by the Ministry of Education for the Planning and Implementation of Evaluation for Preschool Educare Related Departments and Programs in Colleges and Universities (also known as the Project for Preschool Educare Related Education Evaluation). The purpose of this project is to implement the accreditation framework for kindergarten teacher and pre-school educare related education, with the aim of enhancing the quality of pre-school educators and caregivers. The on-site visit is incorporated into the process of evaluation to ensure the institutions of pre-school teacher and educare related education have sufficient resources to carry out effective training programs and further develop distinctive features to meet the needs and raise the standards for early childhood education.
