In order to ensure the quality of the preschool caregivers and educators, the Ministry of Education (MOE) has been conducting evaluations for the education and training of kindergarten teachers and caregivers in the preschool education and childcare specialized programs in post-secondary institutions since 2018. Since then, the Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) has been commissioned by the Ministry of Education for the Planning and Implementation of Evaluation for Preschool Educare Related Departments and Programs in Colleges and Universities (also known as the Project for Preschool Educare Related Education Evaluation). The relevant policies and laws have been incorporated into the standards of evaluation in accordance with the “Statute for Preschool Educators.” Through on-site visits and other review processes, the evaluation aims to understand how institutions operate and assist them in building an internal quality assurance mechanism for cultivating quality and accountable pre-school educators.

The second cycle of evaluation has started from 2024. It follows the mechanism of the first cycle, which mainly focused on the review of statutory requirements and adopted the concept of guided quality improvement. Through the implementation of the evaluation, it ensures that the preschool educare related departments and programs in colleges and universities provide high-quality education for preschool teachers and caregivers, improve the quality and performance of training, and ensure that the training matches the needs of the teaching site in a timely manner, so as to cultivate early childhood educators to achieve competence and meet the professional standards.
