The Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) and the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA) signed a Memorandum of Understanding (MOU) in November 2015 for the first time.
To continue and strengthen future cooperation, HEEACT and PACUCOA renewed the MoU in August 2021, with the signatures of Prof. Dr. Der-Tsai Lee, President of HEEACT and Dr. Condrado Inigo, Chairman of PACUCOA. Both agencies participated in an official MOU signing ceremony on September 4, 2021.

PACUCOA is a private accrediting agency which gives formal recognition to an educational institution by attesting that its academic program maintains excellent standards in its educational operations, in the context of its aims and objectives. PACUCOA is committed to: (i) identifying schools whose competence and performance in a particular field warrant public and professional recognition; (ii) guiding students in the choice of quality schools, colleges and universities that will meet their individual needs; and (iii) helping institutions of learning and professional association in the mission of advancing the interest of education.

HEEACT and PACUCOA agree through the MOU to cooperate for the benefit of both parties and to work towards enhancing external quality assurance in both jurisdictions and improving the quality of higher education in Taiwan and Philippines, and the internationalization of both systems.
