The Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) and the Shanghai Education Evaluation Institute (SEEI) signed a Memorandum of Understanding (MOU) in November 2011 for the first time, and renewed it in October 2015.
To continue and strengthen future cooperation, HEEACT and SEEI renewed the MoU in September 2021, with the signatures of Prof. Dr. Fu-Hsing Lu, Executive Director of HEEACT and Prof. Dr. Hui Feng, Executive President of SEEI.

SEEI, affiliated to the Shanghai Municipal Education Commission, was established in 2000. It is the earliest and largest professional education evaluation agency in China with the widest range of tasks. It is commissioned to conduct education evaluations and accreditations in basic education, higher education, vocational education, adult education, non-state education, and Chinese-foreign cooperative education, etc.

HEEACT and SEEI agree through the MOU to cooperate for the benefit of both parties and to work towards enhancing external quality assurance in both jurisdictions and improving the quality of higher education, and the internationalization of both systems.
