The Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) and the National Institution for Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE) signed a Memorandum of Understanding (MOU) in 2011 for the first time. To continue and strengthen future cooperation, HEEACT and NIAD-QE Japan renewed the MoU in September 2022, with the signatures of Prof. Dr. Der-Tsai Lee, President of HEEACT and Dr. Fukuda Hideki, President of NIAD-QE.

NIAD-QE is an incorporated administrative agency created in 2016 by the Japanese Act of General Rules for Incorporated Administrative Agency and the NIAD-QE Act. National Institution for Academic Degrees (NIAD) was established as an academic degree-awarding institution in 1991, and was renamed and reorganized in 2000 as the National Institution for Academic Degrees and University Evaluation (NIAD-UE), an entity charged with evaluating universities in addition to its existing functions. On April 1, 2016, NIAD-UE and the Center for National University Finance and Management (CUFM) merged to form NIAD-QE. On September 1, 2019, National Information Center for Academic Recognition Japan (NIC-Japan) was established within NIAD-QE as Japan’s official national information center (NIC). NIAD-QE supports efforts of universities and colleges to improve the quality of higher education in Japan with the goal of contributing to the development of Japanese higher education through the following roles: evaluation and accreditation of higher education institutions; awarding of academic degrees; co-operation in quality assurance; studies and research; and loans and grants for facilities at national university corporations.

Having comparable missions and institutional objectives in the assurance of quality in Higher Education, HEEACT and NIAD-QE agree through the MOU to continue and further deepen their cooperation upon various aspects, including staff development and awareness of quality assurance systems.
