Professor Chia-Yu Chang received her Ph.D. from National Taiwan Normal University in 1999, and has been teaching at the Graduate Institute of Technical and Vocational Education of Taipei University of Technology since then. During this period, she served as the director of the Student Counseling Center of Taipei University of Technology, the director of Center for Teacher Education, the director of the Technical and Vocational Education Research Institute, and the university librarian. She also served as a visiting scholar at the University of Wisconsin-Madison in the United States, and as a guest researcher at the Graduate School of Education, Tohoku University, Japan. In addition, she was a member of many committees of the Ministry of Education. She dedicated her life to the development of upper- secondary education and higher education in Taiwan.
