HEEACT Overseas Program Accreditation
Introduction
In 2020, the Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) officially introduced the Overseas Program Accreditation (OPA). This initiative was designed to offer a professional and transparent accreditation process for overseas higher education institutions (HEIs). To date, HEEACT OPA has accredited over 30 study programs across diverse regions and disciplines, including Russia, Macau, and Indonesia. The accreditation results are publicly available on the HEEACT TQID website (https://tqid.heeact.edu.tw/CrossCountry.aspx).
Main Goals
HEEACT OPA is dedicated to:
- Assist study programs enhance their quality and develop distinct features
- Promote the establishment of internal Quality Assurance (QA) mechanisms and self-improvement mechanisms within programs
- Help programs increase their international visibility
- Enhance cross-border student mobility
Specialized Expertise
Recognizing the diversity of academic disciplines, HEEACT assigns specialized reviewers based on 17 academic fields to ensure alignment with the applicant’s discipline. These fields include:

Training and Support
To leverage its extensive expertise and international network in global higher education and quality assurance, HEEACT collaborates with QA experts worldwide to design and deliver comprehensive OPA training workshops and seminars. These programs provide in-depth accreditation education and training for institutions applying for OPA, offering insights into international trends and the impact of quality assurance. This support enables institutions to develop both internal and external QA models and enhance the overall quality of education.
