Since becoming a formal member of the International Network for Quality Assurance Agencies in Higher Education (INQAAHE) in 2007, HEEACT has actively participated in various events and activities organized by the network. In May 2023, the biennial INQAAHE conference was hosted by the Independent Agency for Quality Assurance in Education (IQAA) of Kazakhstan focusing on the theme "Roadmap to Enabling Quality in Tertiary Education 2030." The primary objective is to discuss how higher education can ensure quality amid the rapidly evolving global trends. HEEACT’s Director of Quality Assurance and Projects Office, Prof. Dr. Hsiang-Lin Liu, led two colleagues to attend this event.

One of the highlights of the conference was the presentation by Prof. Dr. Angela Yung-Chi Hou, Professor of the Department of Education at National Chengchi University, and former Executive Director of HEEACT. Prof. Hou presented her research on "Did the Value of Joint/Dual Degree Programs via Virtual Delivery Get Lesser during the Pandemic?" The study explored the quality assurance models of cross-border higher education, particularly dual-degree programs delivered online during the pandemic. This research contributes to the understanding of the current status of quality assurance for cross-border higher education in Asia and explores aspects for future international cooperation.
